yeah means it's still got decent compression and nothing to worry about. It's when you take it off and it stays the same engine note you worry!

It's positive crankcase ventilation. To meet emissions regs the engine has to burn it's own crankcase fumes rather than vent them to atmosphere. So when you remove the filler car, you introduce a massive air leak. If it didn't drop, that shows the system isn't working, either a blocked hose and/or someone has wound the mixture screw out to richen it up. A faulty idle control valve will do the same.
