What to use on sills/lower valance after rust treatment

I have to do a rub down and treat some rust on the lower sills which are black and appear to be a sort of Hammerite? I'm going to rub down to the bare metal and use some rust treatment. I know the rust will come back, but am sure it will keep it at bay for a year or so.

When done, would black satin Hammerite (if there's such a thing) be good to use? I'm not sure what BMW originally used.
