Do I need to go back to the bare metal?

My 1984 chromite needs its boot resprayed as the original paint has very fine cracking. It is green metallic and I think the cracking may be due to some sort of reaction under the paint. Do I need to strip the paint back to the bare metal, befor priming and painting?

you'll need to take back a lot of the old paint by the sounds of it

i'm no advocate of going back to bare metal but some times it is a good idea
