i have purchased a tech 2 kit, the lower part of the front bumper looks terrible, it seems to have been painted mayb twice. alot of the paint along the bottom edge is chipping and cracking i guess from pre-owners hitting kerbs etc. from paint to plastic is approx 3mm or so, im looking to remove all the exixting paint in order to prepare it for new spray job. is there anything to use which will remove paint and cause no damage to the bumper itself, or do i have to rub it all off?

You can rub it all off or you can sand blast it with a low abrasive.... There is also soda blasting which is the best method..

Either way its a big time consuming job...
