I'm buying some cab seats, but apparently the cable in the passenger front is snapped or off.

Is this a common issue?
What needs doing to sort it in the worst scenario?

If the cable is snapped you need to replace the cable :D If you remove the seat back (2 screws at the bottom) it will be all be obvious.

It is quite straight forward - remove seat back cover and hinge covers and all pretty apparent. I used cables from a donor seat for mine
'83 Bronzit 323i (mmmm, chrome)
'74 Polaris 2002 (mmmm, retro)
'89 Delphin 535i (mmmm, waft waft)
