Re-furbing Bottle Tops

All my bottles have very good tyres and I love the way they sit on my old chromie, but I need to re-furb a set so i can take my BBS off for the winter and do the same to them.

I have a few questions ;

1, I can sort the scuffing out, but would wire wool be OK for a key ?

2, White or grey primmer , one or two coats?

3, Polaris Silver, one or two coats?

4, Clear Laquer, again how many coats?

The big question is, how long do I leave between coats of each paint , baring in mind time is not a big issue here (move along now) so any tried and trusted ideas are very welcome.

this guy has quite a good thread on it, as for between coats - could you use a hairdryer?? i have an old one in the garage and used it for loads of drying of things (everything BUT hair really!)
