how easy is it to go back to the bare alloy and polish them up to a mirror finish?

That would depend on the wheel. If it's a nice rough casting (as most are) with lots of little nooks and crannies (think the basket weave allowy) you's spend a lifetime just making them look shit because you couldn't remove the pits and create an even surface for polishing.

If you just wanna do a lip, not too much work at all. Just strip off any paint/laquer, smooth out ANY pits with ever increasingly fine grades of wet and dry, and then polish to a high shine.

The polsihing part of polishing takes the least amount of time. It's the preperation that's the time consuming part.
