Offset, what is it?

what does offset mean. i have heard that the lower the offset the more the wheel sticks ot of the arch, so am i right in saying the lower the offset the deeper the dish?
What are the offset boundaries for an e30 then? e.g et13- et30. (now idea)
i have seen some wheels that are 9x15 et -6, 8.5 x 15 et01. Would i have problems fitting these. are they too wide or would it work?
what is the widest you can go without archwork?

i know there is about 10 questions there but would love the help.
