Tough one, they seem to be same as the bumpers. (looking at the 3 grooves)

The bumpers are m tec 1.
They seem to be m tec 1 skirts but they havent got the bits going up the wheel arches.

I PMed the owner of the car and

The Tech 1 skirts came in two styles the more common ones that go up the wheel wells and these are the older style Tech 1 skirts.

The car is in the USA never seen any over here :(
