European bumper fitment question

I'm from the United States and I'm in the process of installing european bumpers to get rid of the Ugly US ones.





I'm having problems centering the rear center bumper. I have a feeling it might be due to the hole I drilled. How does it look?

I haven't changed or moved the brackets, I don't see any other way they could be mounted unless I turn them upside down. what on earth am I doing wrong?
