fitting mtech2 kit to an 89 316i,

hi just wondering im gutting n cutting rust at the mo, getting there, also converting her to a 318tds as i do alota miles n always wanted a 325 sport but i cannot afford those fuel bills , just wondering if the panel that is located behind the original front bumper and below it, do i keep this metal panel that houses the fogs etc n positision the mtech2 bumper over it? the panel is a little bubbled with rust too so it would b great to find out if its needed etc and if so il clean it up n primer n paint her, thanks all, first e30 and i love em
