That is correct. ETA engine from the factory is all bottom end. I think that it peaks at about 4500rpm and 110bhp (with something like 5000rpm rev limiter). However it has shedloads of torque. It's reputed to drive more like a diesel (only quieter).
Most modders use the 2.7 bottom end with a 2.5 (885 casting) head and suitable pistons/rods for max power. I could be wrong, but I believe that this is the only way to get over 200bhp from a naturally aspirated M20.
