1 speed fan heater

The fan heater on my 325 only works on the highest blower setting

Does anybody have any ideas whether this is a fan switch problem, or fan blower problem??

It's the resistor - little brown block on the heater unit, accessible from in the glovebox, just in front of the heater valve.
