How come that when the MPG guage on the instrument panel shows 30mpg the OBC shows around 23mpg, even if it is reset on the move?

OBC could be set to US gallons instead of UK. I think 23-30 is about the right difference for that to be the case...
To change it, set the OBC to show consumption and press the tiny indented button in the bottom right of the OBC. It'll change from L/100 (litres per 100 km which is european - also sets the clock to 24hr and the temp to Celcius) to MPG which is US gallons, then to M/G which is UK gallons. If you do it when the consumption is non-zero you'll see the miles per gallon figure change when you switch from US to UK.
Unfortunately (in my mind) only the european setting will tell you the time in 24hr format and the temperature in Celcius
