Cold start/carburettor problem

I have a cold start problem. I have a 316 -83 (1756cc) carburettor engine. Well I have been investigating around the carburettor and have found some interesting stuff. I have taken some pictures.

What is this thing? It just hangs loose next to the carburettor. It has two hoses connected to it. Hoses seem to connect up with the radiator. Picture:

The only place on the carburettor it might should be attached is here: (if I remove this and it looks like something like that thing should be there) But anyway they don't seem to be the same size. Picture:

Here is another picture of the thingy. It kind of looks like a thermostat or something. You can see one of the hoses and that place where I think it should be placed on top of the picture. Picture:

Here I am closing the choke with my finger (the only way it will close for now):

But wait! There is more:

These two wires are just hanging loose in the engine compartment (around the carburettor). One green with black stripes. And one green with yellow strips. Are these seposed to be connected together? Picture:

Used to have one of these a long time ago, but about the only thing I can remember now is that the electric and vacuumn gizmos added on to the carb were a waste of time.
If this is the original carb. it will be well past it's best by now - especially the add on bits for emission control.
Best cure is to replace the carb with a Webber kit, which includes a manual choke conversion. Failing that, try to rig up a manual choke cable to work your existing choke flap.
The bits have probably been disconnected by a previous owner for good reasons - probably keeping the choke on and causing rich running.
