It's most likely the resistor that sits to the side of the motor itself behind the bulkhead cover in the engine compartment. Cost a few bob from memory. Before you spend out, is the blower noisy? Try squirting some WD40 into the general fan area inside the bulkhead cover while its blowing. They have a habit of drying out and could just be stiff. I'm not that optomistic but it might work.

Only problem with that theory, is that the resistor is not used on position 4. Also, on all the E30s I've seen the resistor pack is clipped into the side of the heater casing, just below the water valve. I.E., behind access cover to the right of the glovebox.
Don't really know what your problem is though - the only bit used on 4, that is not used on 1,2 and 3, (apart from the switch, which you've changed), is the blue wire between the switch and the motor.
Pull the connector off the switch and link the blue wire and green/brown wire together. Should give full speed fan, with ignition on.
