Wipers only work on fastest setting

My wipers are only working on the fastest setting. I though it was the relay but it was the same when I put a brand new one in so that's that ruled out.

Does anyone know what causes this?

hi mate have you checked the wiper motor for worn brushes.i had the same problem it turned out to be the motor hope this helps.
