fuel starvation at full throttle/speed

About to buy a 316i off fleabay but know that it has a bit of fuel starvation. How easy is it to fit a fuel filter or pump if its that? Could it be anything else at all?

Anything rubber on the intake side and gaskets.
M30 Tech 1 Touring on gas.

Fuel pump is a fifteen minute job, accessed inside the car, through a plate under the back seat squab, filter is another fifteen minutes, and is low down in the rear left of the engine compartment, BUT I doubt if the problem is either of these.
If the problem is that the car won't rev above about 5000 RPM, then there's a good chance the cam is worn out, and I would steer clear, unless it's seriously rust free and seriously cheap.
