The 316i has the M40 engine and isn't very tunable, but you could get a K&N panel filter from Euro Car Parts and chippeduk does an upgrade chip for the E30 316i. Don't waste money on the cone induction kits.
Suspension wise, you could just keep the standard springs and get a set of Boge gas shocks, or else get decent lowering springs like Eibach & H&R along with good quality lowering shocks such as Bilstein or Koni. Euro Car Parts do Bilstein suspension kits at a reasonable price.
When it comes to upgrading the interior, companies like Motormec have a good range of stuff. The best upgrade for the interior though is a good quality used sports interior. These command various prices depending on condition. Keep an eye out on the Parts for sale forum here on the E30 zone.
