Been faffing about fitting a vernier pulley today and don't seem to be getting very far.
Does anyone know the CORRECT procedure for setting one of these things up?

Pacerpete, Andyboy and M3GTR (paul) would be my first port of call dude.
Given you're trying to correct a misstiming problem caused by the block skim I'd suggest the following dude.
Fit the stock cam pulley, line it to referance mark as normal
Mark on the cam and a cam cap/inside head with paint or tippex so you have another matching mark
fit the vernier pulley and leave the ajustment loose , time that so 0 degrees is in line with the original mark on the head.
Fit the timing belt and use the second mark you made to time both to TDC correctly , this will allow you to advance/retard the vernier to correct the error.

Don't rely on factory marks for things like TDC. Use a dial guage on a magnetic base to determine correct TDC etc.

Might have probs setting the engine to TDC with a Dial Test Indicator as the plug holes are angled. Might be worth checking this once relative to the timing mark so that that's calibrated so to speak, then you won't have to bother using the DTI to find TDC again 
Ideally, I think you need a pair of DTIs, one for the inlet side and t'other for the exhaust side. That way you can check for lift on overlap relative to TDC. Not sure what the factory figures are supposed to be though, but playing with the settings relative to TDC can alter the characteristics of the engine so might be worth having a play (whilst being careful not to clout a valve with a piston!) Altering lift on overlap etc is what the VANOS systems do so there's obviously something to be gained from it all!
