Lights on dashboard and instrumentcluster gone

I measured me to the power is getting there but no earth, where does the dashboard lights, ashtray lights and all of those get there earth from? The funny thing is that the cigaretlighter gets earth and works fine, but not the small couple wires beside it?

I assume the headlight switch interior dimmer is turned right up?

fuse?

Rheostat in the lights switch may have gone.

Let me know if you need a new one.
