did you replace it with a brand new item or was it second hand? if it was the latter then maybe just bad luck. They are about £23 for a new one anyway aren't they?

Are you sure its the viscous?
Are you just overheating in traffic?
Have you cleaned the front of the rad recently? backwashed the system out?

it was a brand new clutch, it is in traffic but i did the trick of sticking a magazine in hte fan and it stoped. which i was told last time that this ment it was nackard. when i took it out the last time approx 3 months ago i flushed the whole system out and it was working fine until now.

Where did you get it from was it ECP or GSF?
If you still have the reciept take it back or even if you don't give it a try.
Viscous HAS to be correctly stored otherwise the can be damaged, perhaps this is the problem.
Might be worth trying to get a genuine bmw one (from the dealers) if your local stores are not storing them correctly.

A long shot, but check if your motor mounts are okay.
If they're not, the fan hits the rad/fan shroud when braking hard and it could all jam up, potentially frying the viscous.
But it's more likely the clutch wasn't stored okay.. (should always be kept upright).

Also, if the fins are blocked on the rad, air wont be passing through activating the fan!
I have seen this issue on a car before - cleaned the rad externally and it was all sorted!
Dont use a pressure washer on the rad though!!
