will a large (very decent quality) cone filter and a heat sheild (airbox type affair) and no inner headlight see any gains over std?

Unlikely to produce anything you can feel. Will wear your engine faster though.

A good induction kit will see improvements. Forget the heatshield, you dont need it unless you want to have full power in traffic.
Once on the open road the air temp is the same inside the standard airbox as it is right outside it.
Just make sure the induction kit you get has a built in trumpet otherwise you'll lose torque.
