ICV Plug Pin Voltages

I've had some idling issues and checked & cleaned the ICV as usual.

While I was at it I checked the voltages across the pins as per Haynes (should be about 10v)

I got 9.4v & 3.9v

Is the 3.9v a problem and if yes where do i need to go look for the cause
