Water in the fusebox shouldn't cause any problems at all , except to the wiper control module. Everything else in there would happily work under water!
Any water in the fusebox will drain down inrto the cabin behind the glovebox anyway.
Just leave the lid off and let it dry - keep the WD40 for rusty nuts!!
Not quite sure what you mean by no power to those fuses. With ignition off, only fuses 21 to 28 inclusive should be live.

None of these, except one, should have power with the engine running.
The exception is 11, which is fuel pump, and I assure you, that with no power on 11, your engine isn't runnung!

Do the hazards work? (with flasher relay on the steering column in place)

Just re-read OP!. No hazards either.
Indicators run off fuse 4, hazards off fuse 24, and are entirely seperate untill they reach the back of the hazard light switch itself.
Most common cause of indicator problems affecting both sides equally is the hazard light switch.
Pull the switch out, and check for permanent 12V+ on the red/white wire on pin 3 and ignition 12V+ on pin 1 (purple/grey).
