I have looked ony engine just above manifold and the code is 1727459 12.1 does this mean my car has m10 engine

The plot thickens "19 4e1" is an e36/46 M43B19 1.9 so it looks like it has had a swap as they did not come in until about '98
If it is 1990 then it would not be an M10 would have been an M40
That is most likely why your fanbelt won't fit

Any idea of tuning options as funds won't allow my engine swap just yet

Rix will have a better idea about tuning Twin-cam 4 pots but I think the first thing to do is find out exactly what you have now.
looks like someone has swapped the 8v 1.8 to the 16v 1.9 already (or at least the block anyway until you het a pic from the top) chances are they have done a couple of other things to it. I would make sure it is running right with the correct ECU etc etc
As it is a standard 1.8 that has already been swapped and you don't have the original engine I would say save the money toward doing an M5x swap well. Tuning the 4-cyl will not be cheap for what you get and it is less money for the swap.
I am not usually an advocate for needless engine swaps but in your case it fits

Correction to my last the M43 was an 8V
Well looks like you have an M43 block with M40 cyl head. Looks like they used the 1.9 block to repair the engine. Not sure what that means and how well that works as I've never had much to do with the 4-cyl engines.
Might explain about the fan belt but from what I know not worth trying to tune it, just wait and swap it.

Roger that, thanks, she drive OK feels bit slow but that could be due to me driving a faster car as my primary.

Would a 3L m54b30 be a good swap, I also need to change to a manual rather than auto

M52 is a simpler swap, manual throttle , tried and tested, but good ones getting scarce now that the E36 is getting old itself and going up in value. Depends on what you can get your hands on.
M54 is more involved from a wiring point of view FBW throttle etc and I would only swap it if you are happy with its standard performance because it is not as easy to mod as the M52. Getting a good one more hit and miss as they are often taken off the road because they overheated.
I am only swapping the M54 because I have a good known engine in one of my old cars, I have driven that 330i a while and I like the way the engine drives as standard.

Am I correct thinking a m43 manifold is the same as m40 engine
