1990 316i rev limit to 4000rpm?!

The car went through another cam - symptom 3 cylinders firing. So a new cam and oil feed were fitted and all was well in how the car was running and sounding - except it refuses to get past 4000 rpm and you can hear the tappets at that point misbehaving, whereas prior to that all is just fine. Is it a new set of tappets or is the something happening with the timing?
