Fuse 21 permanently live?

Is fuse 21 meant to be permanently live? Should it spark when I put a new fuse in?

When i've replaced mine i havn't noticed any sparks.

Why do you think there should be sparks if the fuse is permanently live?
If you fit a new fuse to replace a blown one when there's a short circuit or heavy load downwind of it, then there will be sparks and burn damage to the holder, but under normal circumstances there shouldn't be any visible spark.
