Are the service lights meant to stay on, even though the car is switched off?

just noticed it today.

Either your SI (Service Indicator) board is faulty or it's batteries are giving up the ghost. Bear in mind that they are glued / soldered to the board if you have a go at replacing them.

I doubt this would be flattening a healthy battery, but you could always disconnect it overnight.

Typical syptom of dead SI board batteries. Depending on how much spare cash you have, either replace the batteries, the SI board or the whole cluster.
Batteries are easy enough to change, if you search for one of the many threads that have been on here on the subject.
The coloured lamps are LEDs, and have no appreciable current consumption, and the small white bulbs above would take weeks to flatten a good battery.
