Horn Not Working - Help?

Hi,

The horns aren't working on my recently purchased 1988 325i convertible, so I checked the fuses and they all look ok.

So I purchased a new centre for the steering wheel (mach 1) and checked the connectors and plugged in the replacement and still no horns?

Could it be a relay?

I'm looking for any suggestions as I would be surprised if both horns under the bumper failed and it passed the MOT last year so guessing it must be electrical?
