I’ve just replaced my M tech 1 for a refurbished M tech 2 steering wheel but the horn doesn’t work except that there is a spacer which fits on the column between the wheel and top of the column which if I remove then the horn is on constant but with it fitted nothing, is there supposed to a difference size spacer dependant on the type of steering wheel fitted.?

Not that I know of. I've always just swapped (genuine BMW) wheels with no issues whatsoever.
There's a brass ring on the back of the steering wheel boss which must make good contact with the sprung carbon brush mounted on the end of the column assembly. Earth return for the horn is through the splines, the column, the lower column bearing, and finaly the lower column mount to the shell.

Cheers Brian ,it’s a strange one, both wheels are OEM and like you have swopped steering wheels many a time with no issues ,the carbon brush is intact and looks ok , there are two wires earth and live connected appropriately but there is one female spade unconnected (the brown is daisy chained) on the centre push button on the wheel
