Touring rear too low

I've recently fitted new shocks and springs to my touring - Bilstiens and Eibach -30mm springs but the rear is way too low, more like a 50+mm drop.
I need to get under it at some point and check the numbers on the springs, but other being sent the wrong ones (either saloon springs or -50mm springs for example) is there anything else that could cause the rear to sit lower than it should?
Could knackered beam bushes cause the car to sit lower?

incorrect springs
beam bushes
spring pads/bump stop present
3 bags of cement in the boot :)

I'm sure the springs are the correct ones, they came from a trusted source but could've been supplied wrong to him I guess.
Spring pads all present and correct, although I believe there are differing thickness ones available?
The only bushes not done are the beam bushes, so this could be the issue??
