1990 318is M42. I've only had it 2 months and I'm not sure what the previous owner did or didn't do, it all looked pretty standard to me though. And the dealer didn't know.

Most likely the plug for the carbon cannister/emissions. Non cat' equipped cars still had the plug but if not in use was just left dangling.

Correct. There's also a small pipe coming from the throttle body that is plugged at it's free end, (which can be seen in the first pic.) and a rubber hose tucked into the LH suspension turret reinforcement, which must not be blocked.
