Damp dizzy cap.

I need to get a new dizzy cap a mines past its sell by date,its wore and corroded because it's getting damp.My question is why is it getting damp?and when I get a new one how can I prevent this from happening again? Is it a case of WD40 if so do I spray inside and out of the cap?
