Another boring idle question

On start up from cold my M20b25 idles way too high, around the 1500rpm mark but when warmed up it settles to where it should be. My first suspect would be the blue temperature sender but I always thought that gave opposite symptoms.

How about icv? It control the idle rpm.

Yes, check that too. Clean it with carb/brake cleaner if necessary, and check the rubber vacuum hoses aren't perished.
