Should just require a tap with a hammer on the spanner to release it if it's been done up properly, but many have been overtightened or even fixed with locktite or similar.
Try over tightening the fan belt first of all, and if that fails make up a short piece of 25mm flat steel bar with a 6.5mm hole drilled in one corner at the end. Remove one of the pulley fixing bolts, then bolt up the bar to it, using a slightly longer bolt. If you use the original, it will strip the threads in the pump flange.
Let the pulley turn, until the flat bar locks up against the spigot on the front of the pump flange.
Don't forget that it's a reverse thread!
