Gained an intermittent Rev limiter

Intermittent Rev limit, around 4K mainly when cold, the limiter has been removed from the rotor arm so can't be that, doesn't bounce like a normal limiter either, any ideas? I'd say it was spark related but it won't do it when I want it too.

What engine and age? Such details can be important!

Sorry, silly me. 1983 320i, rev limiter already removed from the rotor arm.
