318 idling problem

Hi all, I have started experiencing idle problems, I have taken off the icv to give it a clean, does the thing inside the icv suppost to spin freely or not?

check the pipe work under the inlet as its proabably split as rubber ages and the e30s are getting on a bit now sadly :/
