Pre facelift plastic bumper original coating

The bumpers on my pre facelift have a few scuffs on the edges and they look like they are either painted or have some kind of durable laminate over the top of the plastic, what is the best way to smarten them up? Is it to flat them back and paint them satin as they are smooth already? The front indicators look like they have the same sort of coating, it's hard and I can't scratch it with my finger nail, I haven't looked at the side mouldings closely but I think they are different.
