Yes if theres fluid in the bellows then its not in the best of health.
It's easier to source a good second hand rack. And cheaper.
Replacing the rack is not hard. Two 15mm bolts with nuts on the top hold it in place. The pipes are a 22mm and a 19mm banjo bolts. Buy new sealing washers x 4. The pipes are held against the rack with a rubber mount held in place with a 6mm nut and bolt. Undo the 13mm nut and bolt where the column mounts to the rack and remove that bolt. Splay the joint a touch and pull the rack out.
I have a good rack out now on the shelf. You have PM

B7's Motto. "If it's French, BURN IT!!!!!!"
I had the same hassle last week. Fluid in the boots = big seals shot. I bought a recon rack a few years ago. The recon rack was about $600.00 Australian dollars and started leaking 10 seconds after the warranty ran out. This time I bought a second hand PWS rack for a third of the price. Get the BEST new crush washers you can find. Get a front wheel alignment once it is all back together. There are instructions with pictures on how to do the job on this site.
