I took my steering wheel off to access the speado and now that i have put everything back together my indicator stalk is not returning back to neutral?
I can see the white plastic arm that pops in and out when you use the indicator (steering wheel off).
Is there a method of putting the wheel back?

Should just be a matter of putting it back on. No special technique required.
BTW, there's absolutely no reason to remove the steering wheel to get the instrument cluster out.
