Basically it doesn't work.

Turn the knob and you get a faint hum then a couple of seconds later a click (like a relay) and nothing. Does that sound like the resistor, a relay or just a the fan ceased and needs lubricating?

Sounds like a seizing motor.
If it ain't broke..
Fix it till it is :)
