I need to replace one of the outer track rod ends.
The question is if I remove the inner track rod end is the power steering fluid going to poor out?

No it won't. The rack is sealed with the fluid on the inside of the seal.

It did when I removed the boot on a rack on Saturday - but that's a sign of clapped out rack, so if there is fluid inside the boot, the rack's on its way out.
As ajay rightly says; it should all be dry in there.
