If the FUSE is blowing then the CL relay must be knackered.
Have you checked that??

What rating of fuse are you using?
Does the fuse blow randomly, or only when you operate the locks?
Do you have an on board computer, in place of the analogue clock?
Do you have a radio with a separate amplifier?
Do you have an after market alarm/immobiliser?

Fuse 27 is for the OBC horn, the additional audio amp, IF it's been connected to where it should be, and is a common place for an aftermarket alarm to be wired to.
I doubt if the central locking is anything to do with the problem, TBH - the other bits are more likely candidates.
Remove the fuse, and try your audio system. If the boot mounted amp. still works, then it isn't connected to where it should be, and can be eliminated from enquiries.
Also, with the fuse removed, try the alarm/immobiliser. Obviously the central locking won't work, bit you should be able to tell if it' working by a flashing LED or smilar.
If both the above prove to be nothing to do with the fuse in question, remove the access panel above the glove box, and remove a plug with two red/whites wire from the accessories socket at the back. This will disconnect the OBC alarm horn, and eliminate this if the fuse stops blowing.
Probably a good idea to make sure that the wiring to the locking ECU isn't chaffing on a sharp edge, since you've re routed it.

Don't celebrate too soon! If you can see a red cable going to the battery from the amp., then it's not wired as to BMW's specifications, and isn't likely to be anything to do with fuse 27.
