I can't make head nor tale of what you wrote there!
How do you pronounce 'either'? I say 'either', but some say 'either'. Either is correct.

the vent pipe to the little bottle behind the wheel goes through a pipe under the rear bench then goes behind the rear suspension leg . i cannot remove the old pipe from this pipe so if i cit it out the remove the pipe and then tac weld it back as its only a sleve .

The pipe cover within the wheel arch is little more than pressed tin. They mount using 4 black nylon 10mm nuts.New cover plates are available to order from your dealer and are not expensive.
If you need to replace the vent pipe,be seated when asking the price. It's an odd diameter that seems exclusive to this particular fitting.

All that has happened is that the outer of the pipe has stuck to the tube.Try twisting it from both ends until it comes free.

Remove the o/s rear wheel and the cover plate, then you can attack the thing from both ends!
Some WD40 or similar will help to free it up,once you can move it,you will probably find enough slack to enable you to trim it's end...

The above reads as if you are going to cut the steel pipe out, then weld it back in. That is not a good idea, or remotely necessary!
The three vent pipes are taped together along their length, so all three need to be removed as one. Disconnect them through the tank hatch, tape a piece of rope to the longest one, and pull them all out together under the wheel arch. Feed the hoses back one at a time, starting with the large rubber one, using the rope to guide them in.
