paint question

Basically the bonnet was resprayed last autumn and car was garaged for about half a year so paint should have settle in that time I think. But I have a feeling that it is very kind of soft, not only because of very small scratches that hardly noticeable but appeared after washes, another day I went on motorway and next day notice splash of a killed fly, like you get on windscreen after a long journeys and I could not wash it off completely, it still left a mark, and I know that if I try harder it will make it even worse. Is that normal with new paint jobs? Or garage saved money on something?
