A loud whining as the engine revs up and gets louder along with the speed.
The Car did get hot and the outside temp was 27
Any Ideas.

Have you tested the viscous coupling when hot and cold. When the engine is cold you should be able to stop it easily with a rolled up newspaper, when at operating temp the paper should be shreaded.
If this tests ok the viscous is fine. I read in another post you had a inspection 2 service which I assume all the belts were replaced. It could be the belt is loose or even the fan has not been refitted tightly enough.

Sure it's the fan? Cam belt isn't far away, and a collapsed idler spindle will throw the belt against the front cover.

The fan does make a loud turbine sound when it's engaged and revved. Make sure nothing around it is loose or touching it. The distributor cover for example.
If it ain't broke..
Fix it till it is
