Speedo lights always on

when i start my car the speedo, revometer lights come up without me even putting on the headlight switch..

i have to use the headlight switch to turn off the handbrake, ABS and battery lights on the dash, as when i pull out the headlight button the smaller lights turn off but the speedo ones stay on..

i have checked the fuses and they are all fine..
