It's been a long time since I farted about with a 2BE, but I think it goes to the small metal vacuum control box - look on the distributor vacuum advance, and follow the vacuum pipe from there and it ends at the box which- don't hold me to this - is on the bulkhead. Your stray pipe could also go to the underside of the air cleaner, or the inlet manifold, but I'm fairly sure it's that metal box.

I think you're right Andy. I've got a 2BE manual here I've had for nearly 20 years (things were always crap even when newish).
Gaz, the pipe you mention I think is listed as 'glovebox connection' (but on a RHD car going to the ECU under the fascia panel next to the steering column).
So it runs to that little box on the bulkhead first (which then runs to ECU).

Hope this helps!

The little box is in the above picture, directly below where the wiper arm meets the scuttle.
If you use google images and search for "pierburg 2BE" you will see some connection diagrams that might be helpful.
Unfortunately I'm away from home at the moment and can't refer to the manual for a week or two.
