Vernier cam pulley is only required if you are moving the cam significantly closer to the crank.
Sometimes when building a non-standard engine,in order to get the pistons to the top of the bore it is nessesary to machine the top face of the block,thus reducing it's hieght and bringing the cam closer to the crank,this alters the valve timing which you can correct with a vernier pulley.
